From 1974, a number of laws and regulations have been promulgated for the protection and management of the Philippines mangroves. Finally, in 1981, former president Marcos issued Proclamation NO. 2155, declaring the entire province of Palawan and certain parcels of the public domain as mangrove swamp forest sanctuary. However, because of weak political will the law has been unable to prevent indiscriminate destruction of mangroves. Since 1918, the Philippines has lost 78% of its mangroves. In the 1920s, there were about 500,00 hectares classified as mangrove areas.According to 1987-88 SPOT satellite survey, of the 240,000 ha. of mangrove forest that had remained in 1980 only 150,00 ha was left. These were found in Palawan (about 22%), the East and South-West coast of Mindanao (32%), and Eastern Visayas and Bohol (23%). About 95 percent of present commercial fishponds in the Philippines were formally mangroves PAMALAKAYA, a fisherfolk national federation, claim that because of corruption, and the connivance of local government officers with illegal personalities the conversion of mangroves in fishponds has continued unabated in Zambales and Davao. It is well known that, in the Philippines, the largest illegally built fish-pens are owned by military and police generals, colonels and majors since the Marcos time (Segovia 1995). Not surprisingly, the order of president Ramos to blast illegally constructed fishponds has been delayed in Region VI, upon discovering that they were owned by the provincial governor and a member of the Cabinet (Segovia 1995). |
